As one of the proposed CBU member, the current responsibility of LIPI aside conducting related research and assessments is also mainly in forms of public education and community preparedness. This position entitles the development of research and assessments results into means of public education materials as well as activities. Geophysics, social economics researches results are among the sources of information to be translated, in designing science-based community preparedness. In the next two or three years, the demand of public education for science-based community preparedness will increase, with a gradual shift to local government leading roles. This is highly important, since the development of InaTEWS will be launched on 2008, while community preparedness will remain continued to no end. The success of a warning system will highly depend on community preparedness.
The ongoing and future training needs for community preparedness capacity building programs among others are as follow:
Ongoing capacity building:
1. Internal: Disaster Management, Introduction to Advocacy and Conflict Management, Public Communication, Basic Knowledge on Risk Assessments, Liquefaction Studies, Social Economic and Community Preparedness Assessment, Palaeotsunami Studies, Geophysics and Infrastructure Studies, Event organizing
2. External: Need-based Training Initiatives, Training for different focal stakeholders based on research findings, crisis communication in natural disasters, effective information dissemination, Integration of school, community and local authorities’ Standard Operational Procedures
Future training needs:
1. Internal: Integrating research results (e.g tsunami inundation models, risk maps) to different community preparedness end products (e.g: sign boards, bill boards, community based evacuation maps, posters, etc), advanced crisis communication (communicating bottom up and top down warning information), Conflict resolution, Advanced Information Dissemination
2. External: Advocacy and Conflict Management, Risk, Hazard and Vulnerability Assessment, Designing Evacuation maps, billboard and signboards, Advanced crisis communication ( system, tools, signs, command chain, communication, responses tested and legally supported), design and assess appropriate and scientifically proven shelters, evacuation routes, earthquake-proof buildings, etc
